Executive findings
Plum Island—often mistakenly written “Plumb Island”—is an approximately 840-acre federally owned island in Long Island Sound, about 1½ miles east of Orient Point at the northeastern tip of Long Island. It is roughly 100 miles east of New York City, not immediately “off New York City.”
The central conclusions are:
- Plum
Island unquestionably housed high-containment experiments involving
dangerous foreign livestock diseases, especially foot-and-mouth disease,
African swine fever, classical swine fever, rinderpest, and vesicular
diseases. - The
U.S. Army Chemical Corps selected and renovated Plum Island in 1952 for
anti-animal biological-warfare research. The Army transferred the island
to the USDA before the principal laboratory became fully operational. - Public
records confirm that the larger American biological-warfare program
studied insects and ticks as possible disease vectors. However, presently
available records do not establish that Plum Island created Lyme disease
or released Lyme-infected ticks. - Lyme
disease bacteria existed in North America long before the Plum Island
laboratory. Genetic and museum-specimen evidence—including infected Long
Island ticks collected in the 1940s—strongly contradicts the claim that
Lyme disease itself originated at Plum Island. - This
does not mean every historical question about military tick research has
been resolved. Congress has repeatedly sought an investigation into
federal experiments involving ticks between 1950 and 1975. - Strange
remains found nearby—the “Montauk Monster,” other decomposed animals, and
a human body found on Plum Island in 2010—generated sensational theories.
None has been scientifically connected to the laboratory. - From
1954 until June 2003, USDA controlled the center. DHS then became
responsible for the island, its security and facilities, while USDA’s ARS
and APHIS continued the scientific research, diagnostics and training. - Scientific
work ended in 2025 as the mission moved to the National Bio and Agro-Defense
Facility in Manhattan, Kansas. Decontamination and disposition of the
island continue.
1. What and where is Plum Island?
Plum Island sits between Orient Point, New York, and the Connecticut coast at the entrance to Long Island Sound. Its isolation, lack of a bridge and separation by navigable water made it attractive for experiments involving extremely contagious livestock viruses.
The island should not be confused with:
- Plum
Island, Massachusetts; - the
Montauk Project stories associated with Camp Hero at Montauk; - New
York City’s islands; - or
Fort Detrick, Maryland, the principal center of the former U.S. offensive
biological-warfare program.
Congress specifically wanted the foot-and-mouth-disease laboratory placed on a coastal island separated from the mainland by deep water. The National Academies’ official history explains that Congress authorized a domestic animal-disease laboratory in 1948 after outbreaks in Mexico and Canada demonstrated the vulnerability of American livestock. 2. Plum Island before the disease laboratory
Indigenous and early history
Before European settlement, the island was associated with Indigenous peoples of eastern Long Island, particularly the Corchaug and Montaukett communities. Later it became agricultural and privately owned land.
Fort Terry
The federal government purchased Plum Island in the late nineteenth century and established Fort Terry as part of the coastal defenses protecting the entrance to Long Island Sound.
Fort Terry operated intermittently from the Spanish-American War period through both world wars. Its batteries, barracks and support buildings later provided the infrastructure for the biological-research installation.
Army Chemical Corps period, 1952–1954
This part of the history is important because it is sometimes omitted from government summaries.
The National Academies records that in 1952 the Army Chemical Corps began renovating 18 Fort Terry buildings “to conduct chemical and biological research.” Building 257—originally an approximately 1911 torpedo storehouse—was converted into a biological laboratory.
The proposed Army mission concerned biological agents capable of attacking enemy livestock. Destroying cattle, pigs, sheep or food production could produce enormous economic and military disruption without necessarily infecting people.
The Army’s interest reportedly included such diseases as:

disease; - rinderpest;
- Newcastle
disease; - African
swine fever; - classical
swine fever; - and
other agents capable of damaging livestock or poultry.
The most careful conclusion is that Plum Island was prepared for an Army anti-animal biological-warfare mission. The surviving official history says the Army transferred it to USDA before completing or using the new laboratory as originally planned. Statements that the Army operated years of full-scale weapons production on Plum Island go beyond what the publicly available documentation presently proves.
3. Creation of the civilian Animal Disease Center
USDA scientists began occupying Building 257 in 1953. Construction of Building 101 started in July 1954, and the new center was dedicated on September 26, 1956.
Congress anticipated a substantial operation, initially authorizing funds for:
- approximately
50 scientists; - about
200 animal handlers; - approximately
200 additional employees; - and
as many as 1,200 cattle for experimental work.
The laboratory was designed to prevent contagious animal viruses from reaching mainland livestock. Experiments were performed inside enclosed animal rooms, with controlled airflow, decontamination equipment and treated waste.
Plum Island developed into three related operations:

4. Documented experiments and research programs
Foot-and-mouth disease
Foot-and-mouth disease, or FMD, was the center’s principal subject.
FMD is an exceptionally contagious viral disease affecting cloven-hoofed animals, including:
- cattle;
- pigs;
- sheep;
- goats;
- deer;
- and
other ruminants.
It is normally not a significant human-health threat, but an outbreak could require mass livestock destruction, quarantines and international trade restrictions.
Plum Island experiments included:
- infecting
animals under containment to study incubation and transmission; - measuring
virus in blood, tissues, secretions and exhaled material; - determining
how pigs and cattle transmit different viral strains; - evaluating
disinfectants and decontamination procedures; - producing
and testing experimental vaccines; - developing
rapid diagnostic assays; - distinguishing
FMD from visually similar diseases; - studying
carrier states and persistent infection; - and
preparing veterinarians to recognize foreign animal diseases.

A major later accomplishment was development of an FMD vaccine platform that did not require manufacturers to grow the complete live virus, potentially permitting safer vaccine production away from Plum Island.
African swine fever
African swine fever is a usually severe viral disease of domestic and wild pigs. It does not infect people but can devastate pork production.
Plum Island researchers:
- infected
pigs under containment; - investigated
viral genes connected to virulence; - removed
or altered particular genes to develop weakened vaccine candidates; - studied
immune responses; - produced
diagnostic tests; - and
evaluated experimental vaccines.

Classical swine fever
Classical swine fever—historically called hog cholera—is another contagious viral disease of pigs. Work included:
- infection
and transmission studies; - rapid
diagnostics; - differential
diagnosis from African swine fever; - and
vaccine evaluation.
Vesicular stomatitis
Vesicular stomatitis can produce mouth and foot lesions resembling FMD. Because a farmer or veterinarian cannot safely assume which disease caused the lesions, laboratory differentiation is essential.
GAO reported that some outside experts questioned whether this domestic disease needed to be studied on Plum Island. USDA responded that suspect samples might be contaminated with FMD and that the work helped retain personnel skilled in differentiating similar diseases. GAO-06-132
Rinderpest and other historical agents
Historical programs also involved or considered:
- rinderpest;
- Newcastle
disease; - African
swine fever; - classical
swine fever; - peste
des petits ruminants; - bluetongue;
- contagious
bovine pleuropneumonia; - swine
vesicular disease; - and
other foreign livestock or poultry infections.
Not every agent was continuously maintained or tested throughout the center’s history. Programs changed according to outbreaks, funding, available containment and federal priorities.
Diagnostic and training experiments
The Foreign Animal Disease Diagnostic Laboratory trained federal and state veterinarians by exposing them to controlled cases in animals. One published USDA description reports trainees conducting necropsies on chickens infected with exotic Newcastle disease and avian influenza and a pig infected with FMD. USDA publication record
Agricultural bioforensics
After the DHS takeover, Plum Island also developed capabilities to determine the origin of a deliberately introduced livestock pathogen. This involved:
- validating
forensic assays; - genetic
characterization; - preserving
evidence; - and
assisting in attribution of suspected agricultural bioterrorism.

5. The ticks: what is proven, what is alleged, and what the scientific evidence shows
A. Did the United States investigate insects as biological weapons?
Yes.
The former U.S. offensive biological-warfare program investigated arthropods as disease-delivery systems. Declassified material and historical literature document work involving:
- mosquitoes;
- fleas;
- flies;
- and
laboratory colonies of ticks.
Known military projects involving insects included tests of mosquitoes and fleas, sometimes using uninfected insects to measure dispersal. Fort Detrick, Dugway Proving Ground and other military sites were central to this work.
Therefore, the broad claim that the U.S. military once considered disease-bearing insects as weapons is not speculation.
B. Were ticks maintained or examined at Plum Island?
There are accounts and secondary sources describing tick colonies or limited tick work in connection with animal-disease research. Ticks are natural vectors of several livestock infections, so merely keeping or examining ticks would be consistent with a veterinary laboratory’s mission.
The critical unresolved questions are:
1. Which tick species were kept?
2. Which pathogens, if any, were placed in them?
3. Was the work offensive, defensive or ordinary veterinary research?
4. Were infected ticks ever released outdoors?
5. Did any tick escape accidentally?
6. Are complete inventories and experiment records still preserved?
Books including Michael Carroll’s Lab 257 and Kris Newby’s Bitten argue that the military’s arthropod program was more extensive than official histories acknowledge. These books contain important leads, interviews and documentary references, but their more dramatic conclusions are not equivalent to a confirmed government finding.
C. The Erich Traub connection
Erich Traub was a German veterinarian and virologist who directed virus research on Riems Island in Nazi Germany. After the war he supplied information to American officials and consulted with U.S. researchers.
Traub was an authority on:
- foot-and-mouth
disease; - Newcastle
disease; - rinderpest;
- and
lymphocytic choriomeningitis.
Records and historical accounts indicate that he visited Plum Island and was considered for a position there, which he did not accept. His expertise and the resemblance between Riems Island and Plum Island helped produce the frequently repeated claim that he “founded” the laboratory.
The defensible conclusion is narrower: Traub’s expertise was consulted, and he had contact with American military and agricultural scientists. Publicly available records do not establish that he created Lyme disease, operated a Lyme program at Plum Island, or released infected ticks.
D. Did Plum Island create Lyme disease?
The available scientific evidence says no.
Lyme disease is caused principally in the United States by Borrelia burgdorferi, transmitted by blacklegged ticks. Genetic studies show the bacterium circulated in North America for tens of thousands of years.
Most importantly:
- Archived
tick specimens from Long Island collected in the 1940s—before PIADC
opened—contained B. burgdorferi. - Museum
specimens from Cape Cod provide still earlier evidence. - Genetic
analysis dates North American B. burgdorferi populations thousands
of years before modern laboratories. - The
present epidemic is better explained by reforestation, suburban
development, fragmented habitat, abundant deer and mice, and increased
human contact with ticks.

This distinction is important:
- “The
military experimented with arthropods” is documented. - “Some
federal laboratories studied ticks” is credible and partly documented. - “Plum
Island manufactured Lyme disease and released it in Connecticut” has not
been substantiated and conflicts with genetic and museum evidence.
E. Why did Lyme, Connecticut, become famous?
In 1975, families in Lyme, Old Lyme and East Haddam, Connecticut, reported an unusual cluster of arthritis, particularly among children. Yale investigators identified the epidemiological pattern and its relationship to tick exposure.
Willy Burgdorfer identified the responsible spirochete in ticks in 1981–1982. The bacterium was subsequently named Borrelia burgdorferi.
The cluster did not mark the organism’s creation. It marked the medical recognition and systematic investigation of a disease that already existed.
F. What did Willy Burgdorfer say?
Kris Newby’s Bitten draws upon interviews, laboratory papers and Burgdorfer’s earlier biological-warfare work. It argues that he and others examined ticks as possible carriers of incapacitating agents.
Burgdorfer unquestionably had expertise in tick-borne pathogens and performed government-supported research during the Cold War. But the extrapolation from that fact to “Burgdorfer helped create and release Lyme disease” remains disputed. His identification of B. burgdorferi in 1981–1982 does not by itself demonstrate that he engineered it.
G. Congressional demands for investigation
In July 2019, the House adopted an amendment proposed by Representative Chris Smith directing the Defense Department inspector general to examine whether DOD experimented with ticks and other insects as biological weapons between 1950 and 1975. The proposal specifically asked whether infected ticks had been released deliberately or accidentally. Congressional Record
The 2019 House vote was sometimes incorrectly reported as proof that Congress had confirmed the Plum Island theory. It had not. Congress was requesting an investigation because the factual record was incomplete.
Congress revisited the issue in the FY2026 defense legislation, seeking a broader review of federal tick and tick-borne-disease experiments. As of this report, the existence of an investigative mandate should not be confused with a finding that Plum Island caused Lyme disease.
6. Accidents, containment failures and security concerns
Plum Island’s official mission was protective, but that does not mean its safety history was spotless.
1978 FMD incident
A 1978 incident resulted in FMD infection among animals outside the intended experimental containment area but still within the island facility. It is often described as an “escape,” although no mainland livestock outbreak resulted.
The incident demonstrates a genuine containment failure. It does not demonstrate that FMD or ticks escaped from the island to the public.
2004 internal releases
Two 2004 incidents involved FMD virus spreading within laboratory containment areas. Senator Hillary Clinton and Representative Tim Bishop requested a high-level investigation. Available accounts describe internal laboratory containment events—not a release to Long Island or Connecticut.
Aging facilities
GAO repeatedly identified:
- aging
infrastructure; - insufficient
laboratory space; - facility-maintenance
problems; - limited
security controls; - weaknesses
in access to pathogen areas; - and
shortcomings in emergency-response planning.
In 2003, GAO found that security had improved but that fundamental vulnerabilities remained. Among the concerns were incomplete physical security, unnecessary access to pathogen areas and an incident-response plan that did not adequately address terrorism. GAO-03-847
DHS and USDA subsequently implemented security improvements.
These GAO findings justify scrutiny of federal assurances. They still do not provide evidence of a Lyme-infected-tick release.
7. The strange things that washed ashore
A. The 2008 “Montauk Monster”
In July 2008, Jenna Hewitt and friends photographed a badly decomposed animal at Ditch Plains Beach in Montauk. The photograph showed:
- a
hairless body; - an
apparently beak-like snout; - exposed
teeth; - clawed
feet; - and
unusually long-looking limbs.
Because Montauk lies in the same broad region as Plum Island, speculation immediately claimed it was an escaped experiment.
Naturalists examining the photographs reached more ordinary conclusions:
- Larry
Penny, East Hampton’s natural-resources director, identified it as a
raccoon with part of its face missing. - Zoologist
Darren Naish concluded that the paws, teeth and skull proportions were
consistent with a raccoon. - Water,
decomposition and scavenging had removed fur and soft tissue, exposing the
upper jaw and creating the “beak.”
No complete scientific necropsy was performed because the carcass disappeared or was moved before it could be properly recovered. Thus, “decomposed raccoon” is the best-supported identification, although absolute confirmation from tissue or DNA was impossible.
Most importantly, no tag, implant, surgical modification, unusual organ, laboratory pathogen or genetic anomaly was reported. The Plum Island connection was speculation based on geography and appearance.
B. Similar animal carcasses
Other badly decomposed mammals subsequently appeared along northeastern shores and were labeled additional “Montauk Monsters.” Decomposition in water can cause:
- rapid
loss of fur; - swelling;
- shrinkage
of lips and nose; - exposure
of the skull and teeth; - separation
of skin; - and
distortion of feet and digits.
Raccoons are particularly likely to look unfamiliar after immersion because their long paws, exposed jaw and missing facial tissue can create an apparently exotic animal.
No authenticated carcass has been scientifically traced to PIADC.
C. The 2010 human body on Plum Island
On January 14, 2010, a security employee found a partially decomposed adult male body on a restricted Plum Island beach. Initial reports described the man as approximately 6 feet 2 inches tall, heavily built and possessing “very long fingers.”
The odd phrasing caused internet stories to describe him as a mutant or experimental human. The Associated Press reported the discovery, but nothing in the official description established an anatomical abnormality.
Police reported:
- an
adult Black male; - no
immediately apparent signs of trauma; - identifiable
clothing and footwear; - and
sufficiently preserved fingerprints.
The remains were human, not a hybrid. A body can reach an island through tides and currents; its presence did not demonstrate that the man lived or was experimented upon at PIADC. Contemporary local report and Associated Press report
Later internet accounts added claims about holes drilled in the skull or laboratory alterations. Those details were not substantiated in the initial police or AP reporting.
D. Human bones reported later
Human bones have occasionally been discovered along Plum Island and nearby shorelines. Long Island Sound contains shipping lanes, strong tidal currents and numerous coastal communities. Unless forensic records identify trauma, chemicals, laboratory procedures or a connection to an employee, a shoreline recovery alone is not evidence of experimentation.
8. Who was in charge?
The answer changes by period.
From 1991, much day-to-day maintenance was performed by private contractors under federal supervision. The research programs themselves remained federal.
In later years, the center was commonly identified with DHS director Larry Barrett, while operational and scientific authority was distributed among DHS, ARS and APHIS leaders. It is therefore misleading to attribute every program to one director.

9. CIA, FBI and declassified-record findings
CIA
CIA Reading Room searches produce documents mentioning Plum Island in connection with:
- foreign
foot-and-mouth-disease research; - Soviet
and Eastern European animal-disease literature; - consultations
involving international veterinary specialists; - and
biological-warfare intelligence.
This establishes that animal diseases were of intelligence interest. It does not by itself establish a CIA-run Lyme or human-experimentation program on Plum Island.
The CIA did have biological and chemical capabilities elsewhere, including its relationship with Fort Detrick under projects such as MKNAOMI. That history makes careful investigation reasonable, but a documented program at Fort Detrick cannot automatically be relocated to Plum Island without specific evidence.
FBI
The FBI’s documented modern connection concerns agricultural bioforensics and investigation of biological attacks. Plum Island could analyze animal pathogens while other federal laboratories handled human pathogens.
The FBI also became concerned with Plum Island as a potential terrorist target after 2001. Again, this represents security and forensic cooperation, not proof that the FBI conducted the laboratory’s historical experiments.
Library of Congress and government publications
Library of Congress materials include Federal Register notices, congressional legislation and historical agricultural publications concerning:
- authority
over animal-disease programs; - environmental
requirements; - livestock
research; - laboratory
management; - and
federal appropriations.
The National Agricultural Library contains particularly useful photographs, institutional records and descriptions of experiments involving infected livestock.
10. Books and investigative treatments
Michael C. Carroll, Lab 257 (2004)
Carroll argues that:
- Plum
Island’s military origins were concealed; - safety
failures were more serious than acknowledged; - Erich
Traub played a formative role; - infected
ticks may have been released; - and
regional diseases may have connections to the island.
The book drew public attention to genuine subjects—Army planning, aging infrastructure and federal secrecy. Some conclusions depend on anonymous testimony, inference and geographical association rather than recoverable experiment records.
Kris Newby, Bitten (2019)
Newby concentrates on:
- Willy
Burgdorfer; - Cold
War tick research; - military
interest in incapacitating agents; - infected
ticks as delivery mechanisms; - and
gaps in the official record.
Her documentary discoveries justify further archival review. The book does not overcome genomic evidence that Lyme bacteria existed in North America before the laboratory.
Nelson DeMille, Plum Island
DeMille’s novel increased popular fascination with the island but is fiction. It should not be treated as historical evidence.
11. What remains legitimately unresolved?
Several questions deserve continued investigation:
1. A complete, publicly accessible inventory of Army Chemical Corps work planned for Plum Island in 1952–1954.
2. All Fort Detrick correspondence concerning animal-vector experiments proposed for the island.
3. Surviving records of tick colonies, tick species and pathogens maintained at Plum Island.
4. The full relationship between Erich Traub, Fort Detrick and the USDA laboratory.
5. Whether any outdoor arthropod-dispersal experiments occurred on the island.
6. Whether missing records were destroyed under ordinary retention schedules or remain classified.
7. A consolidated public account of every containment incident, including the 1978 and 2004 events.
8. The results of the congressionally requested review of federal tick experiments between 1950 and 1975.
Those are reasonable questions. They can be pursued without presenting the unproven Lyme-release theory as established fact.
Final assessment
Plum Island was neither an imaginary conspiracy nor simply an ordinary agricultural station. It had a genuine connection to the American biological-warfare establishment: the Army Chemical Corps selected and renovated it for anti-livestock biological research before transferring it to USDA. For approximately seven decades, federal scientists deliberately infected animals with extremely contagious diseases to develop diagnostics, vaccines and emergency-response capabilities.
The United States also genuinely investigated insects and ticks as possible disease carriers during the Cold War. That documented history explains why questions about Plum Island persist.
Nevertheless, three frequently repeated claims remain unsupported:
- that
Plum Island created Lyme disease; - that
laboratory-created Lyme ticks were released into Connecticut; - or
that the “Montauk Monster” and other shoreline remains were escaped
experimental organisms.
The strongest scientific evidence shows that Borrelia burgdorferi was already present in North America—and specifically in Long Island ticks—before Plum Island began operating. The strange carcasses are most consistently explained by ordinary animals altered by water and decomposition, while the 2010 remains were those of a human man, not a laboratory hybrid.
Plum Island’s real history is serious enough without exaggeration: military biological-warfare planning, dangerous animal experiments, documented containment incidents, aging facilities, imperfect security and decades of limited public access. Those facts warrant continued transparency, declassification and independent archival investigation.
