      Trump promises that remain unfulfilled

Below is an evidence-based review of major promises Donald Trump made during the 2024 campaign or after returning to office. Status is current through September 13, 2026.

An unfinished promise is not automatically a lie. Some were attempted but blocked by Congress or courts; others were abandoned, contradicted by subsequent policy, or remain possible before his term ends.

Independent trackers currently classify Trump’s approximately 75 major second-term promises as 15 kept, 3 compromises, 3–4 broken, roughly 22 stalled, and about 31–32 in progress. The count fluctuates as events and ratings change.

      Wars and foreign policy

Reuters reported during Trump’s first 100 days that he had been unable to end either the Ukraine or Gaza wars. By July 2026, Russia said it would continue fighting while awaiting new American proposals.

      Checks and direct payments

Trump’s earlier $2,000 tariff dividend never materialized. His newer $5,000 proposal would require congressional authority, and estimated tariff proceeds would cover only a fraction of its roughly $1.2 trillion cost.

Trump did deliver certain limited payments—not universal checks—including $1,776 payments to military personnel and $1,000 government contributions to accounts for qualifying newborns. Those should not be confused with the undelivered DOGE or tariff checks.

      Gasoline, energy and consumer prices

PolitiFact classifies gasoline below $2 as stalled and found that Trump did not achieve his promised 50% energy-cost reduction. FactCheck.org found that average grocery prices rose rather than fell during the measured period.

Presidents influence fuel prices through energy, sanctions, diplomatic and military policy, but they do not directly set pump prices. Global crude-oil markets, refinery capacity, seasonal demand and wars also matter.

      Taxes and household finances

Trump did substantially deliver other tax commitments, including temporary tax breaks involving tips and overtime, a larger SALT deduction and deductibility for some auto-loan interest. The wording and eligibility rules mean these were not necessarily complete exemptions for every taxpayer.

      Government spending and debt

The economy did record growth and increased manufacturing output, but Reuters found that job growth stalled, inflation remained too high, tariffs failed to repair the trade deficit as promised, and debt continued rising.

      Immigration and the border

These items show why “he did nothing” would be inaccurate: deportations and border-wall contracting clearly expanded. The unresolved question is whether the promised scale and final outcomes were achieved.

      Education, elections and government reform

      Criminal justice and policing

Famous promises left unfulfilled during Trump’s first term

PolitiFact’s completed tracker of 102 first-term campaign promises classified 24 as kept, 23 as compromises and 55 as broken. Major examples included:

      • Build
a complete border wall and make Mexico pay for it:
        barriers were
constructed or replaced, but no complete coast-to-coast wall was built and
        Mexico did not pay.
      • Repeal
and replace the Affordable Care Act:
Congress did not repeal the law.
      • Release
        a comprehensive health-care plan:
multiple announcements were made, but no
        complete replacement plan was enacted.
      • Eliminate
the national debt within eight years:
        federal debt increased
        substantially.
      • Achieve
sustained economic growth of 4% or higher:
        that sustained
        annual rate was not achieved.
      • Pass
        a major infrastructure program:
        repeated “infrastructure week”
announcements did not produce the promised large law during his first
        term.
      • Impose
        congressional term limits:
        no constitutional amendment was passed.
      • Sue
the women who accused him of sexual misconduct:
        he threatened
litigation but did not sue all the accusers.
      • Appoint
a special prosecutor to investigate Hillary Clinton:
        he did not do so.
      • Require
employers to provide six weeks of paid maternity leave:
        no national
        program was enacted.
      • Allow
individuals to deduct health-insurance premiums fully:
        not enacted as
        promised.
      • Remove
        every undocumented immigrant:
        that did not occur.
      • Ban
all foreign lobbyists from raising money in American elections:
        no comprehensive
        ban was enacted.
      • Open
        up libel laws:

federal libel law was not rewritten.
      • Cancel
all federal funding for sanctuary cities:
        attempts were
restricted by courts and funding was not universally eliminated.

      Bottom line

      The clearest current examples are:

      1. The Ukraine war did not end within 24 hours.

      2. The broader promise to end wars was not realized.

      3. The $5,000 DOGE checks were not issued.

      4. The promised $2,000 tariff checks were not issued.

      5. Gasoline did not fall below $2 nationally.

      6. Energy costs were not cut by 50% in one year.

      7. Grocery and overall consumer prices did not broadly fall.

      8. Social Security taxation was not eliminated.

      9. IVF was not made universally free.

      10. The federal budget and national debt did not decline as promised.

      11. Birthright citizenship was not ended.

      12. The Education Department was not abolished.

      13. The nationwide election changes were not enacted.

      14. Several immigration, policing, housing and government-reform promises remain stalled.

At the same time, Trump did keep or substantially advance promises concerning January 6 pardons, withdrawal from the World Health Organization and Paris climate agreement, restrictions on DEI programs, tax changes for tips and overtime, expanded travel restrictions, cartel terrorist designations and transgender military policy. Therefore, the accurate conclusion is not that he kept none of his promises, but that many of his most dramatic promises concerning peace, checks, prices, energy costs and debt remain unfulfilled.
