      The central conclusion is that Dulles’s appointment created the Commission’s most serious conflict of interest. The CIA’s withholding of its Castro assassination plots is documented, as is Ford’s confidential reporting to the FBI. Neither fact, however, proves that Dulles, Ford, or another commissioner participated in Kennedy’s assassination.
