The Army regarded the organism as harmless at the time. Modern assessments describe it as generally low-risk but not absolutely incapable of causing opportunistic infection in vulnerable people. Therefore, describing it as a simulant is more accurate than calling it completely harmless.
The San Francisco test and Edwin Nevin
The article refers to a lawsuit brought by relatives of Edward J. Nevin—the clipping appears to print the name as “Edwin Nevins.”
In September 1950, during Operation Sea-Spray, a Navy vessel released biological simulants offshore from San Francisco. Coastal winds carried the particles across the city. The materials included:
- Serratia marcescens
- Bacillus globigii
Soon afterward, several patients at Stanford Hospital developed unusual Serratia urinary-tract infections. Nevin, an elderly patient recovering from prostate surgery, developed an infection involving Serratia marcescens and died.
His family later sued the federal government, alleging that the secret release caused his infection and death. The government prevailed because the court found that the family had not proved a direct causal chain between the military release and Nevin’s infection.
That ruling did not mean the secret release never happened. The release is documented. The unresolved issue was whether it could legally and scientifically be proven to have caused Nevin’s particular illness.
What “chemical and biological agents” means in this article
The headline and opening language may give the impression that the Army released lethal chemical-warfare agents or contagious battlefield pathogens over every location. The surviving documentation requires a more precise distinction.
Most of the public-area tests discussed here used simulants or tracers, including:

These materials were selected because they could imitate the size, movement or dispersal of a warfare agent and could later be detected in air or surface samples.

1. The public was generally not asked for consent.
2. Residents were not always told what was being released.
3. Local authorities sometimes received misleading cover explanations.
4. Materials considered harmless at the time were not necessarily risk-free.
5. People with illnesses or weakened immune systems could have faced different risks than healthy military researchers.
6. The releases occurred around homes, schools, businesses and public transportation.
7. Meaningful long-term health surveillance was generally absent.
Later scientific assessment
A National Research Council committee later studied the Army’s zinc-cadmium-sulfide releases. It estimated that public exposure was far below occupational levels known to produce cadmium poisoning and concluded that the releases were not expected to have caused recognizable harm.
However, the committee also acknowledged important limitations:
- Historical exposure records were incomplete.
- Some release and sampling information was uncertain.
- Evidence about how zinc cadmium sulfide breaks down inside the lungs was limited.
- Epidemiological studies directly tracking exposed communities were largely unavailable.
