• Elmer Allen was a Black railroad porter
  associated with Chicago—not simply a hospital porter. Researchers
  designated him CAL-3.
• On July 18, 1947, Allen was injected with
  plutonium-238 at the University of California Hospital in San Francisco,
  shortly before his left leg was amputated.
• Although his medical chart contains a consent
  notation, it does not establish that he was told he was receiving
  plutonium, that the injection offered no medical benefit, or that it was
  part of secret government research.
• Allen lived another 44 years, dying in 1991 from
  respiratory failure and pneumonia.
• The report lists all 18 injection subjects,
  their codes, known names, documented race when available, doses, and
  outcomes. Several real names and most racial classifications remain
  unavailable in reliable public records.
• These injections were conducted through the Manhattan
  Project/Manhattan Engineer District and subsequently the Atomic Energy
  Commission—not the CIA.
• The CIA considered radiological methods under
  MKULTRA, including proposed radioactive identification markers. However,
  investigators could not establish that those techniques were tested on
  people.
• A CIA-connected proposal mentioned
  radioactive-iodine thyroid studies involving 100 Vacaville prisoners, but
  the CIA maintained that the radiation research was an independent cover
  activity rather than CIA-directed experimentation.
• The report also covers other documented federal
  radiation research, including Fernald’s radioactive cereal, Vanderbilt’s
  pregnant-women study, Cincinnati whole-body irradiation, prisoner
  testicular irradiation, atomic veterans, Project 4.1 in the Marshall
  Islands, Green Run releases, and Project Sunshine.
